Angela Sailor, BA LADC           
Substance Use Counselor

Angie received her Bachelor of Arts degree in Human Services & Psychology from Buena Vista University and her Addiction Counseling Certificate from Winona State. Angie has over 7 years’ experience working with those who struggle with substance use with a specific focus on IV substance users. Angie uses cognitive behavioral therapy and motivational interviewing in her approaches with clients. In her free time, Angie enjoys spending time with her family and friends, riding her Harley, listening to music, and her faith in God.

Crystal Smith, BS
Treatment Coordinator

Crystal received her Bachelor of Science degree in Corrections from Minnesota State University, Mankato. Crystal has been with ATC for over 10 years and has held a variety of positions during this time. Crystal is currently working as the Treatment Coordinator and is primarily responsible for transitional services planning for all residents. In her free time, Crystal enjoys physical fitness, tennis, and spending time with her three adorable children.

Erica received her Bachelor of Science degree in Alcohol and Drug Studies from Minnesota State University, Mankato. Erica has 9 years of substance use treatment experience working in outpatient, residential, drug court and detox. Erica enjoys working with adolescents and likes to use nurturing and trust building with clients so they can work on their core issues. Erica has three children and loves spending time with her family. In her free time, Erica likes to watch movies and crochet.

Heidi Schiltz, MS LPCC
Mental Health Therapist

Heidi received her Master of Science degree at Minnesota State University, Mankato in Community Counseling. Heidi has 4 years’ experience working with adolescent youth in residential settings; 4 years’ experience working with children, adults, teens, and families; and 8 years’ experience working in children’s mental health case management. Heidi likes to provide a relaxed, non-judgmental atmosphere with validation. Heidi primarily utilizes motivational interviewing and Cognitive Behavioral Therapy. In her free time, Heidi enjoys gardening, metal detecting, and anything outdoors. Heidi is married and has three daughters.

Kaylee Hillmer, BS Spec Ed

Kaylee received her Bachelor of Science degree in Special Education at Minnesota State University, Mankato. Kaylee’s previous experience includes Care Supervisor District 77, Special Education Long term Substitute District 200, Student Teaching Experience District 508. Kaylee believes instruction should be individualized based on the student’s needs and not by their label. Every student should receive the supports necessary to meet their needs educationally and emotionally. Kaylee works with families, general education teachers, and other staff members to meet the needs of the students as well as provide the best educational supports necessary for success. Kaylee understands each individual student is entitled to a free appropriate public education and she also believes in creating a positive environment with the necessary supports for students to feel safe and supported within. In her free time, Kaylee enjoys taking her two dogs (Remi and Cash) on long walks, spending time at the lake with her family, and going bowling.

Kelly Belgard
Unit Supervisor

Kelly attended school at Riverland College and is a certified Emergency Medical Technician. Kelly has over 5 years’ experience working as an EMT. Kelly has been with ATC for over 2 years and currently works as the Unit Supervisor. Kelly’s approach to working with adolescents is to be direct, empathetic, and authoritative. Kelly previously served in the Air Force. In her free time Kelly enjoys gardening and reading.

Steven received his Bachelor of Science degree in Social Work at Minnesota State University, Mankato. Steven is also a certified clinical trauma professional. Steven has eighteen years’ experience working with at-risk youth in the fields of substance use and mental health. Steven believes in direct, honest communication with clients, and likes to use humor in helping adolescents deal with difficult problems in their life. When away from the office, Steven enjoy working out, attending meetings, spending time with friends, and doting on his two cats Rachael and Little Buddha. Steven also holds a PhD. in humor and sarcasm.

Sue completed her degree at Willmar Technical School as a Legal Secretary. Sue is also a certified Emergency Medical Technician. Sue has worked for over 30 years as an EMT in Winnebago and surrounding areas. She has been employed at ATC for over 21 years and has worked as a Counseling Assistant, Administrative Assistant, and is currently the Admissions & Discharge Coordinator. Sue enjoys boating/camping, traveling the United States, and spending time with her precious grandchildren.
